Fine Fettle, a major cannabis dispensary operator in Connecticut, will transform its five recreational-only shops into hybrid outlets serving both medical patients and adult-use customers starting this week. The move expands access for medical users at locations in Manchester, Norwalk, Old Saybrook, Waterbury, and West Hartford, joining four existing hybrid stores in Bristol, Newington, Stamford, and Willimantic. This full conversion comes as the state's medical cannabis program struggles with declining enrollment and sales amid competition from recreational markets and neighboring states.

Medical Program Faces Steep Decline

Connecticut's registered medical cannabis patients fell from nearly 49,000 in early 2023 to fewer than 32,000 after recreational sales launched. Medical sales dragged total cannabis revenue below 2024 levels, with retailers recording $290 million in sales last year compared to $293 million the year prior. Recreational sales rose by $17.5 million, but untaxed medical sales dropped $21 million, according to state Department of Consumer Protection data.

Ben Zachs, Fine Fettle's chief operating officer, attributes the downturn to reduced program support. "We believe that the medical program has really gotten hurt over the last few years," he said. "And increasing access and having excellent customer service and having specific things geared toward patients is incredibly important."

Patients Seek Options Elsewhere

Many medical patients allow registrations to lapse without shifting to Connecticut's recreational market. Experts point to out-of-state travel for higher-potency products or purchases from online vape shops and gas stations selling hemp items. "We have a lot of pressures from the other states around us," said Erin Gorman Kirk, Connecticut's cannabis ombudsman, who supports patients.

Kirk welcomes Fine Fettle's expansion, which could shorten travel for some users. The shift responds to these pressures by blending services under one roof, potentially retaining patients who value medical-specific accommodations like consultations and tailored products.

Regulatory Changes Enable Expansion

June 2025 legislation removed barriers for recreational retailers to become hybrids without a lottery process. It also eased pharmacist requirements: stores now need one on-site for at least one eight-hour shift weekly, with telehealth available otherwise. Zachs noted these rules prevented staff cuts and instead broadened their impact across nine locations.

Conversions demanded significant effort, including private consultation spaces, staff retraining, new verification systems, menu redesigns, and inspections. Lower margins and higher inventory for medical patients add costs, but Zachs expects gains. "We think that there’s a need of access for the patients, and so we think it’ll increase our top line," he said, emphasizing word-of-mouth growth.

Broader Push for Hybrid Access

Fine Fettle's statewide hybrid model signals a policy pivot to bolster medical cannabis amid recreational dominance. By prioritizing patient services, operators like Fine Fettle aim to reverse enrollment drops and stabilize revenue. This approach may influence other retailers, fostering a more integrated market that addresses access gaps while navigating interstate competition.
