Connecticut's Evolving Cannabis Framework

Connecticut legalized adult-use cannabis sales in 2021, approving nine retailers like Fine Fettle to launch operations. Fine Fettle's Willimantic location opened in January 2023, ending the need for local residents to travel out of state for products. Prior to recreational markets, the state's medical marijuana program served patients through limited outlets, often requiring long drives.

Hybrid Model Mechanics and Offerings

The new law permits recreational dispensaries to serve Connecticut Medical Marijuana Program participants. Fine Fettle's nine sites—Bristol, Waterbury, West Hartford, Newington, Manchester, Old Saybrook, Norwalk, Stamford, and Willimantic—will provide both remote and in-person consultations with licensed pharmacists. This setup maintains specialized care alongside broader sales.

“This change allows us to continue fulfilling our mission of accessible, compassionate care while strengthening the state’s medical program,” said Benjamin Zachs, Fine Fettle's chief operating officer. He emphasized reduced travel burdens and new options in underserved areas. State Rep. Susan Johnson noted the hybrid approach aids those with conditions best treated by doctor-ordered cannabis. Zachs credited legislators and the Department of Consumer Protection for enabling this expansion, positioning Connecticut's market as patient-focused and inclusive.
